28/04/2008 (Agence Europe) - The Netherlands and Belgium are prepared to be flexible at the External Relations Council on Tuesday 29 April over the signing of a Stability and Association Agreement (SAA) with Serbia on two conditions: - that the criterion of full cooperation from Serbia with the International Criminal Tribunal for the former Yugoslavia (ICTY) remains in place; and Serbia not being able to benefit from any SAA measure until it fully cooperates with the ICTY and this has been confirmed by the ICTY itself. If these conditions are net, several scenarios are possible. For example, the EU27 might sign the SAA in the near future (possibly ahead of the 11 May 2008 parliamentary elections in Serbia) but decide that the full SAA would not apply until the end of the process of it being ratified by all EU Member States. Normally, the trade section of SAAs comes into force immediately when the SAA is signed via an interim agreement ahead of the ratification process for the full agreement. The issue will be discussed by EU ministers over lunch on Tuesday. (H.B.)
