15/10/2007 (Agence Europe) - The Council of European announced that during the “European Day against the Death Penalty”, France had ratified on 10 October, Protocol 13 of the European Convention on Human Rights, which “abolishes the death penalty in all circumstances”, even in war-time. France subsequently becomes the 40th member state out of 47 of the European-wide organisation to ratify the protocol. The protocol entered into force on 1 July 2003. (B.C.)
