Hans Blix to present his report on 13 September

Brussels, 31/07/2006 (Agence Europe) - On 13 September the former UN Weapons Inspector, Hans Blix, will be presenting his report to the European Affairs Institute in Dublin on weapons of mass destruction, “Weapons of Terror: Freeing the World of Nuclear, Biological and Chemical Arms”. In this report, the chairman of the independent international commission on weapons of mass destruction drew up a rather pessimistic balance sheet on: the failure of the international community to consolidate global treaties like the Nuclear Non-Proliferation Treaty and the Biological and Toxin Weapons Convention, as well as the failure of some countries to ratify the Comprehensive Nuclear Test-Ban Treaty; the absence of negotiations for opening a treaty to stop the production of fissile material for weapons; the emergence of new armaments such as the US weapons shield (which it suggests may trigger countermeasures in China and Russia) and the lack of barriers to prevent, Iraq, North Korea and Libya from acquiring nuclear weapons and Iran from developing uranium enrichment. Mr Blix concludes that the outlook for arms control is gloomy as long as nuclear weapon states do not take their commitment to disarmament seriously and argues that bringing the Comprehensive Nuclear Test Ban Treaty into force would significantly impede the development of new nuclear weapons and avert possible arms races, notably in Asia.
