Council ready to provide swift response to any request for support in implementing peace agreement

Brussels, 15/05/2006 (Agence Europe) - In the particularly lengthy conclusions adopted on 15 May, following the signing of the Abuja Agreement by the Sudanese government and main rebel groups on 5 May, the General Affairs Council declared that the peace agreement, “paves the way to the restoration of lasting peace and reconciliation in Darfurand “strongly urged those parties who have still not signed the Agreement to agree and adhere to the Agreement in full”. The Council also reaffirmed its full support for the application of sanctions under Resolution 1591 of the Security Council against those who impede the peace process. The Council condemned the recent violations of the cease-fire and called for an end to all hostilities. It indicated that the EU was prepared to, “swiftly respond to any request addressed to it to support the implementation of the peace agreement and to contribute to the reconciliation of the people of Darfur” and that it was seeking to help contribute towards reconstruction and development in the country once the peace agreement was effective and when security conditions on the ground allowed. In this connection, the EU also wants to take part, with other international organisations, in the process assessing different needs, as well as in the organisation of a donors' conference. The Council confirmed that the EU would continue supporting the African Union mission in the Sudan until 30 September. It will be examining an appropriate legal and operational framework, as well as the additional resources and capabilities that could be needed in this extension of EU support. The EU explained in the draft that it was prepared to help, according to the specific needs identified, in the planning involved in the transition process from an AU mission to a UN peace keeping mission. The Council calls on the Sudanese government to cooperate in this transition and immediately allow an AU-UN technical assessment mission to go to Darfur. The conclusions call for the Sudanese government to guarantee security on its border with Chad and point out that, “Any assistance to attempts to overthrow the Chadian Government by way of unconstitutional means is incompatible with the pursuit of a political solution to the Darfur conflict”.
