Brussels, 10/03/2006 (Agence Europe) - The Secretary General of the Council of Europe Terry Davis has written to the Foreign Ministers of 37 of the 46 Member States of the Council of Europe asking them to complete or clarify their replies on allegations of secret detention and air transport in Europe. The governments concerned will have until 7 April to complete or clarify their replies to the Secretary General's initial request of 21 November 2005 (see EUROPE 9075). The Secretary General, whose investigation centres principally on the compliance of Member States with their obligations under the European Human Rights Convention, indicated at the start of March that Italy, Poland, Bosnia-Herzegovina and the former Yugoslav Republic of Macedonia had provided incomplete and insufficient replies on secret flights and detention centres in Europe (see EUROPE 9142).
