Brussels, 21/12/2005 (Agence Europe) - At its last meeting of 2005, which was held on Wednesday, the Commission " unanimously congratulated" President José Manuel Barroso and Commissioner Dalia Grybauskaité (in charge of the budget) for their contribution to the agreement on the financial perspectives 2007-2013, Commission spokesperson Johannes Laitenberger told the press. The College fully shared Mr Barroso's view that this agreement "is not the best agreement imaginable, but the best under the current circumstances", he added. The Commission is now determined to do all in its power to ensure that this agreement is translated into legislative texts as quickly as possible, so that funding for the various programmes of the EU can be guaranteed, starting with the first day of the forthcoming financial perspectives, 1 January 2007. In order for this to be done, three stages must be completed: -conclusion of an inter-institutional agreement between the Council and the Parliament. "The Commission will do all in its power to facilitate these negotiations and to ensure that they are a success", said the spokesperson. At the beginning of January 2006, the Commission will submit a working document to the Member States and the EP. In line with the agreement reached at the summit, this working document will serve as a basis for the negotiation of an inter-institutional agreement; -once the inter-institutional agreement has been concluded, it will have to fleshed out with technical and financial details. Here again, the Commission plans to present a working document at the end of January or the beginning of February 2006; -the third phase of the technical work will focus on transforming the final agreement on the financial perspectives into legislative texts which, further to a proposal by the Commission, will all have to be adopted by the Council and the EP. Once again, the Commission hopes to speed up the work in order to ensure that this legislative process can be completed by the end of 2006.
