Turkish business leaders want rapid accession talks on Customs Union

Brussels, 21/12/2005 (Agence Europe) - The Turkish Industry and Business Association TUSIAD says it is confident that Turkey's accession negotiations on the first few chapters of EU acquis (legislation) can start under the Austrian Presidency in the first six months of 2006. The first chapters to be negotiated include some directly connected with the EU-Turkey Customs Union that has been operating since 1995, explained TUSIAD's permanent representative to the EU, Bahadir Kaleagasi, to reporters on Tuesday, quoting competition policy (which will be one of the easiest chapters to negotiate with Turkey, unlike with the previous round of enlargement with countries in central and Eastern Europe, said Kaleagasi), R&D, broadcasting and education. Other chapters, like farming, regional policy, the environment and internal market legislation will be tougher to negotiate because EU policy in this area is a 'moving target' and therefore hard for Turkey to predict, he said. Turkish industry welcomes the attitude of Austria with regard to Turkey. It is well known that Austria was the country most opposed to the idea of Turkey joining the EU when it came to announcing the opening of accession talks on 3 October this year, said Kaleagasi, but he said that while it could have been expected that Austria would want to hold back the talks with Turkey, this had not happened and Austria 'shows much rationalism and fairness towards Turkey'. Screening is proceeding well and the 3 October tensions seem to be history, said Kaleagasi. The prospect of Turkey joining the EU has already had a positive impact on fdi in Turkey, explains TUSIAD. Asked about the idea of 'privileged partnership' between the EU and Turkey, TUSIAD was categorical: 'Turkish business will never accept anything that is short of EU membership.'
