Brussels, 06/12/2005 (Agence Europe) - Using the written procedure on 2 December, the Council of the EU amended Joint Action 2005/355/CFSP on reforming security in the former Belgian colony, the Democratic Republic of Congo (ex-Zaire) regarding the establishment of a technical assistance project to improve the ministry of defence's payment chain. A Council statement explains that the project follows a request from the DRC government for help in updating the armed forces' staff management and finance system. The project will be carried out as part of the EUSEC DR Congo mission established in May 2005 to provide concrete backing to making the DRC army better managed and more secure, with action in the field of monitoring and managing the budget and finances, the use of the military, training, public tenders, accounts and financial auditing.
