Brussels, 27/10/2005 (Agence Europe) - On Tuesday, the European Commission adopted a report proposing to tighten up regulation 1774/2002 on the use and processing of animal by-products, based on an assessment of its implementation by the Member States since 1 May 2003. This regulation was adopted on 3 October 2002 to respond to food crises linked to animal by-products, including carcasses, waste and other products of animal origin not destined for human consumption, but which are either incinerated, or used to produce animal fats, gelatine, collegen, or products such as soap or fertilisers. Although implementation of this regulation has been acceptable overall, the Member States and industry have notified the Commission of a number of points to be modified, particularly the requirement to clarify the scope of the regulation, to adapt various measures to make them more proportionate to the risks, and to add new products to the list. This report will be put to the Council and the European Parliament by the end of the month of October, and will be used for the basis of a broader debate with the Member States and interested parties. The Commission will put forward a proposal to amend this regulation at the end of 2006 or the beginning of 2007.
