Brussels, 31/05/2005 (Agence Europe) - On Monday, the Agriculture and Fisheries Council adopted by qmv the regulation extending for two marketing years (2005-6 and 2006/7) the current potato starch production quotas. The Polish and Lithuanian delegations voted against the measures, on the grounds that their quotas were not big enough. During the Council meeting, Lithuania said its allocated quota only covered 9% of its production capacities. Lithuania and Poland were supported by Italy, France, Slovakia and Slovenia. In response to this protest, the European Commission said it would reassess Poland and Lithuania's situation in two years time (spring 2007) when it unveiled a new proposal concerning potato starch. In line with the June 2003 decision on reforming the Common Agricultural Policy, 40% of the current potato starch payments are paid in the form of a single farm aid (decoupled from production), with the remaining 60% as aid for farmers producing potatoes to be turned into potato starch.
