As main fund provider, EU wants to have its say on future of OSCE

Brussels, 18/04/2005 (Agence Europe) - The future of the Organisations for Security and Cooperation in Europe (OSCE) held a brief exchange of views on Saturday during its “Gymnich” meeting of EU and the four candidate countries' (Bulgaria, Romania, Croatia and Turkey) foreign affairs ministers. Addressing the press at the end of the meeting the president of the Council, Jean Asselborn underlined the “great importance” the EU attaches to the OSCE's action. Asselborn stressed that, “We have had certain questions asked about the organisation recently, a certain opposition from one of its fundamental pillar, namely the human dimension. It would like to point out the EU's attachment to the activities of the OSCE in this domain and notably in the field of electoral observations, missions in the field, as well as border surveillance”. All three chapters are extremely important”. The EU wants to have its say on future orientation of the OSCE, especially given that it contributes 70% of the organisation's budget, underlined Mr Asselborn. The latter also underlined that, “the OSCE is, all the same, our baby, and the EU cannot accept a situation where it pays but others decide”. “The EU is prepared to help the OSCE “get out of the current crisis”, notably by way of dialogue with other organisation members, particularly Russia. Commissioner Benita Ferrero-Waldner said that the OSCE was effectively in a state of crisis and had reached “a very important point in its history”. She insisted that the OSCE had to be revitalised, particularly by way of a “very profound debate” but without questioning the organisation's existence.
