On 15 December 2004, the European Parliament adopted by 407 votes for, 262 against with 29 abstentions, the Eurlings report, which on the eve of the European Council of 16-17 December, gives its support to opening accession negotiations between Turkey and the EU (EUROPE 15 December pp 5-7 and on 16 December p 3).
