Brussels, 22/11/2004 (Agence Europe) - Bernard Bot declared on Monday that the EU is still not ready to lift the arms embargo to China before the summit on 8 December in The Hague but it is seeking to send a "positive signal" at this event according to which the embargo could be lifted as soon as the conditions it has posed are met. He added that they were sticking to the conditions that had to be fulfilled before any decision, notably on human rights, and the strengthening of the EU' code of conduct on arms sales was made. Diplomats explain that this "positive signal" did not yet contain a concrete commitment form the EU, for example, in the form of a timetable but would be translated into encouragement in the summit's final declaration.
