Brussels, 27/09/2004 (Agence Europe) - "Now a date for negotiations will be given [by the EU]. This is my view", Turkey's Justice Minister Cemil Cicek said on Sunday after approval by the Grand National Assembly of Turkey of a new penal code which, above all, strengthens women's rights and toughens punishment for police officers who use torture. According to Reuters, Mr Cicek said: "The speed of our drive to full membership depends on our efforts".
