Brussels, 09/07/2004 (Agence Europe) - The European Commission has submitted to the Council a draft decision on signing a Cooperation Agreement between the EU and the principality of Andorra. The draft agreement covers cooperation in terms of the environment, communications, information, culture, education, training, young people, social issues, healthcare, transport, energy, trans-European communications and regional policy. Andorra has suggested adding monetary issues, including the minting of the euro, but the Commission believes it is not appropriate at this moment in time to include minting of the euro or savings tax in order to guarantee the Community nature of the agreement in line with the Council's mandate. The Commission commented, however, that following a specific request from Andorra, monetary issues may be subject to separate negotiations. It points out that the negotiations with the Andorran authorities about the savings tax directive have made good progress. Andorra is linked to the European Community through an agreement signed on 28 June 1990, establishing customs union between the two parties. The Cooperation Agreement would not replace the customs union agreement, but would supplement it and extend the scope of application of the EU's relations with Andorra.
