08/06/2004 (Agence Europe) - Hans-Jürgen Papier, president of the German constitutional court, informed the "Frankfurter Allegemine zeitung" that the draft constitutional treaty comprised the risk of EU bodies claiming the right to exercise competencies even in areas where this has not been planned.
