Brussels, 05/04/2004 (Agence Europe) - The European Commission has adopted its 2004 Annual Programme for Bosnia and Herzegovina (BiH). In 2004, within the Community Assistance for Reconstruction, Development and Stabilisation (CARDS) Programme, a total of 65 million euros will be spent assisting Bosnia and Herzegovina in the following priority reform areas - 23.5 million euros for Justice and Home Affairs: capacity building for legal structures, the fight against illegal immigration and organised crime, set up at a special war crimes chamber in the Bosnian Court of Justice (as also requested by the international penal tribunal for war crimes committed in former Yugoslavia); democratic stabilisation (4.5 million euros) in particular for the return of refugees and internally displaced persons; - administrative capacity building (21.5 million euros); The BiH administration is still characterised by fragmentation, under-qualified and poorly trained personnel and lack of co-ordination between its various services. The 2004 CARDS Programme will underpin the administrative apparatus; - economic and social development (14.1 million euros); - environment and natural resources (1.4 million euros). Since the creation of the CARDS programme in 2001, 325.9 million euros has been made available to Bosnia for technical assistance (amount includes the 65 million for 2004).
