Brussels, 05/04/2004 (Agence Europe) - The European Commission has adopted its Annual Programme for Kosovo. In 2004, within the Community Assistance for Reconstruction, Development and Stabilisation (CARDS) Programme, a total of 51.5 million euros will be spent in assisting Kosovo in the following areas: - institution building and good governance (15 million euros): the programme will assist Kosovo's Provisional Institutions of Self-Government (PISG) to perform their governance roles more effectively and strengthen the rule of law; - economic regeneration, reconstruction and reform (31 million euros): the programme aims to promote sustainable economic development for all of Kosovo's communities, with special emphasis on the energy sector, agriculture, food safety control system, publicly owned companies and the banking sector; - social development and civil society (4 million euros): addressing the high level of unemployment will be a priority, together with developing the education and vocational training systems; - general technical assistance (1.5 million euros) will allow project preparation and the planning of future programmes. Since 1999, the EU has provided around 2 billion euros in aid to Kosovo, out of which over 1 billion of Community CARDS assistance.
