19/03/2004 (Agence Europe) - The General Affairs/External Relations Council is due to adopt on Monday, without discussion, the decision enabling a water facility to be established for ACP countries (Africa/Caribbean/ Pacific) financed by billions of euros of un-allocated resources under the 9th EDF (see EUROPE of 29 January, p. 11).
