18/03/2004 (Agence Europe) - In view of the General Affairs Council of 22 March, Amnesty International has written an open letter to the President of the Council Brian Cowen calling for "an adequate moratory on the human rights situation in Iraq" (EUROPE 17 March, p.6, on the subject of the intervention of Mr Cowen to the UN's human rights commission in session in Geneva). Amnesty underlines the EU's responsibility, given that some Member States are part of the Coalition forces, and is calling on the Union to work towards the Geneva session setting up an international commission of inquiry to carry out independent and impartial investigations into human rights violations, "independent from the moment the are set up".
