18/03/2004 (Agence Europe) - The president of the CDU of Rhineland North-Westphalia Jürgen Rüttgers and former CDU deputy Karl Lamers asserted in a joint documents that Germany and France have to be "the avant-garde" of Europe, if they wanted a genuinely European Europe and not an "Atlantic EU" (Karl Lamers was the author, together with Wolfgang Schäuble, of the 1994 document on "Kerneuropa", Europe's "hard core" which provoked a debate on the two-speed Europe: EUROPE of 2 September 1994). According to the Frankfurter Allgemeine Zeitung on 18 march, Rüttgers and Lamers affirm that there is "no alternative". Germany and France constitute "the hard core", and differentiation within the EU will be inevitable.
