Brussels, 08/03/2004 (Agence Europe) - Answering reporters' questions on Monday in Brussels on reported comments by Polish President Kwasniewski, who is said to have said "nothing is happening" on the IGC front regarding European Constitution, Stefaan de Rynck, Spokesman for Commissioner Michel Barnier, replied saying that, as far as the European Commission is concerned, it would be "ideal to reach an agreement under Irish Presidency (…). The Presidency manages the process by working at the very highest level (…). I hear rumours, but I do not wish to comment on them". Mr de Rynck alluded to reports by the Frankfurter Allgemeine which, in its Sunday edition, had said that the German government evokes the possibility of making concessions to Spain and to Poland on the question of double majority in Council. So far, Germany, like France, stuck to the thresholds proposed by the European Convention - 50% of Member States, 60% of the EU population - but could envisage changing its stance on these two percentages.
