On 21 January, the Commission presented its "spring report" with a view to the European Summit of 25 and 26 March (see EUROPE of 22 January, p.7, and EUROPE Documents of 4 February). The report is based on a number of documents including the draft joint report on employment for 2003/2004, the English, German and French versions of which are published below (without annexes which may be consulted on http: //europa.eu.int/eur-lex/fr/com/rpt/2004/com2004_0024fr01.pdf). The report shows that reforms are being continued throughout the range of activities listed in the European employment strategy, but that more should be done to speed up growth of employment and gains in productivity. The Commission stresses that, as greater effort is needed to stimulate the creation of jobs and encourage a larger number of women, elderly workers and young people to enter the labour market, the EU could fail to achieve the goals it had set itself for 2010.
