19/01/2004 (Agence Europe) - Adopting the own initiative report by Austrian Green Mercedes Echerer, the European Parliament called for an EU framework to be given to companies collecting royalties (see EUROPE of 13 January, p.16). The rapporteur expressed delight at this strong signal from the European Parliament to the Commission, describing the latter as dragging its feet since it had announced a proposal would be on the table by the end of 2002. She complained that there was still no single market for European art despite the size of the market (equivalent to between 5% and 7% of GDP according to the rapporteur) and said that the situation would become even more confused after enlargement.
