Brussels, 19/01/2004 (Agence Europe) - An official Libyan delegation, led by Ahmed Mohammad Ibrahim, Vice President of the Congress of the People (an assembly acting as the Libyan parliament) will visit Brussels on 27 January for formal meetings with the members of the European Parliament delegation for cooperation with the Maghreb (North Africa) chaired by Gerardo Galeote Quecedo (EPP-ED, Spain). This is the first official meeting with Libya since the lifting of the sanctions imposed for its involvement in the Lockerbie bombing and the hijack of an airline of France's UTA. The sanctions had not prevented the continuing of contact and a European Parliament delegation visited Tripoli on 2002, followed shorting afterwards by Libyan officials and opposition figures in exile attending a meeting in Brussels on human rights in Libya. Various direct and telephone conversations were held, like the conversations between Prodi and Ghaddafi at the beginning of January, and technical meetings to discuss cooperation in fisheries and combatting illegal immigration. Despite being ostracised, Libya was eligible for EuroMed cooperation and was invited to attend the Barcelona Process as an observer. It will now be able to join the Barcelona Process once it has formally accepted the acquis, to use the EU's wording. Tripoli has changed its views in the past with regard to the EuroMed process, in line with changes in the political climate at home. The process will be on the agenda of the 27 January meeting in Brussels.
