Council welcomes progress towards constitution but remains worried about insecurity hindering reconstruction and opium production

Brussels, 18/11/2003 (Agence Europe) - The EU Council adopted conclusions on Monday on Afghanistan which reaffirm the EU's commitment to reconstruction in the country. The Council believes it necessary for the international community to continue to fully support the Afghan authorities in allowing them exercise effective power over all of the territory and meet the colossal challenge of reconstruction and peace.
