18/11/2003 (Agence Europe) - The Netherlands will be taking up the rotational Presidency of the Council of Europe from 6 November to 14 May 2004. Dutch Foreign Minister Jaap de Hoop Scheffer announced that a quadripartite Council of Europe/European Union meeting would be held in Spring 2004 to discuss promoting a partnership between the organisations, as proposed by Secretary General Walter Schwimmer.
