Most EU citizens support greater role of United Nations in Iraq - reservations on participation of USA in financial effort

Brussels, 29/10/2003 (Agence Europe) - Just when the Ministerial Donors' Conference is finishing in support of reconstruction in Iraq and new and bloody attacks are hitting Baghdad, the European Commission has just published the first results to the Eurobarometer "Flash" on the Iraqi crisis. Carried out between 8-16 October and involving 7,515 people in 15 EU Member States, the survey reveals that most Europeans (58%, but 72% of Britons consider that it should be the United Nations that manages Iraqi reconstruction. 44% consider that this task could be enacted by the provisional government in Iraq, 25% by the EU and Member States and only 18% by the USA, the main occupying power. On the issue of resources, 54% of those interviewed are in favour of the financial participation of their country in reconstruction and 45% against. 76% of Danes want their country to contribute financially whereas 64% of Portuguese think that their country should not take part financially in reconstruction. Most European citizens (65% but 84% in Germany) consider that the USA should finance reconstruction. On the other hand, 82% think that their country should strengthen their financial support for humanitarian aid to Iraq if this proves necessary. Opinions are very different on the issue of sending troops from their country for peace keeping in Iraq. 54% of citizens are against, 44% for. Opinions between Member States are very different indeed. 71% of Germans do not want to have their troops sent there on a mission; 77% of Dane are in favour of sending their troops. 43% of European citizens would like security in Iraq to be guaranteed by the United Nations and its own peace keeping forces. Only 11% think that security should be provided by a multinational force acting on behalf of the UN and under USA command. Eurobarometer also revealed that: two thirds (68%) of European citizens think that a military operation is not justified; - 81% consider that the EU should play a greater role in the peace process in the Middle East; - 55% of those questioned still feel threatened by terrorism.
