During the European Council in Thessaloniki, CFSP High Representative Javier Solana presented the EU Heads of State and Government with his document on a "Safe Europe in a better world", in which he gives the broad lines for a future EU Security Strategy (see EUROPE of 20 June, p.4). The European Council entrusted Javier Solana with the task of consolidating the elements of this security strategy on the basis of this text, which is published in full in our EUROPE/Documents series.
