France proposes more effective and realistic system of aid "conditionality" in context of negotiations on CAP reform

Brussels, 17/04/2003 (Agence Europe) - France has forwarded to the EU Council of Ministers its contribution on the subject of one of the major elements of Common Agriculture Policy (CAP) reform proposals, namely the principle of aid "conditionality" (the granting of aid subject to compliance with good farming practice or animal welfare and quality rules), including the farm advisory system. France considers that these two "tools" that it welcomes must comply with the principles of CAP...
