Brussels, 14/04/2003 (Agence Europe) - The European Convention can no longer avoid the issue of rules for the entry into force of the European Constitution, asserts, in a press release, the MEP and Convention member Andrew Duff, while noting that one or two Member States could reject the constitutional leap forward that European needs, but that they do not have the right to block the progress of a majority of other countries. Thus the British Liberal feels that, even if it requires assent from all the Heads of State and Government, the future European Constitution should be able to enter into force as soon as it is ratified by five fifths of the Member States, namely 21 out of 25 countries; - the European Parliament's assent, by two thirds majority (see EUROPE of 5 April, p. 4, concerning the Presidiums draft articles on these issues).
