Brussels, 07/03/2003 (Agence Europe) - The Praesidium of the European Convention has prepared three new documents which will be presented to the Convention at the plenary session of 17 and 18 March, indicated the spokesperson Nikolaus Meyer-Landrut, pointing out that this session will largely be given over to discussing articles covering instruments (law, framework law, etc.). The Praesidium will propose three draft articles for Chapter VII of the constitutional part on finances. These articles cover the Union's resources, budgetary and financial principles and the budgetary procedure respectively. Mr Meyer-Landrut indicated that they would not be going into details which may require the setting up of a think tank to look at more specific aspects of the budgetary procedure, which will be covered by provisions in the second part of the Treaty. The second document includes a draft article 31 which describes the area of freedom, security and justice, as well as some twenty articles bringing together, in the second part, provisions spread out through the Treaties due to the three-pillar structure which is doomed to be scrapped. These articles were worded to take account of the guidelines of the working group chaired by John Bruton and of the debate in plenary. The third document covers the exercise of tidying up the second part of the future constitutional treaty carried out by legal experts.
