27/02/2003 (Agence Europe) - The Council has mandated the Commission to negotiate an agreement on civil liability concerning the United Nations 1992 Convention on Water Protection and the Convention on Industrial Accidents. The agreement provides for compensation for damage resulting from the cross-border effects of industrial accidents to persons, property and the environment.
