Solana reproaches Kiev for not complying with rules of democracy and non-proliferation

Warsaw, 16/10/2002 (Agence Europe) - Reuters reports that CFSP High Representative Javier Solana, who was taking part in a conference on the theme "Ukraine in Europe", in Warsaw on 15 October, reproached Kiev for not "playing by the rules, but playing with the rules" of democracy. "We would like one day to embrace your country, (…) But at this time I have to tell you this is impossible", he added, accusing Ukraine of above all "breaching the basic rules of non-proliferation".
