Brussels, 16/10/2002 (Agence Europe) - Peter Hain, British Minister for Europe (and member of the European Convention) presented to the press in Brussels a draft Constitution by Alan Dashwood, Professor of Law at Cambridge (and former member of the EU Court of Justice and of the Commission's legal department). The British government wants "a constitution for a union of sovereign states, not a blueprint for a federal superstate", Mr Hain said, reported by Reuters. The text mainly provides an "exit clause" allowing any Member State to leave the EU under certain conditions, a president of Europe (without specifying how he/she would be chosen or for how long), but eliminates the reference to an ever closer Europe.
