16/10/2002 (Agence Europe) - Anti-terrorist co-operation was not on the agenda of the Justice and Home Affairs Council on Monday and Tuesday. Only the German Minister of the Interior, Otto Schily mentioned it at dinner after having made the link during the public debate on immigration, students and terrorism. This unnerved certain of his counterparts, including Nicholas Sarkosy, reserving his analysis to links between asylum and immigration (EUROPE yesterday p 10). Italian Minister, Giuseppe Pisanu declared to the press that it was possible to think that a mobilisation of terrorist groups could easily hit Europe or other parts of the world but that it would be an exaggeration to say that they had exact indications concerning the targeted objectives by terrorist groups. Last June the Director of Europol, Jürgen Storbeck from Germany stated that it was not possible to exclude the possibility of terrorist attacks in Europe and that it was therefore necessary to strengthen operational co-operation between the forces of order in the EU. The anti-terrorist "task force" developed at Europol a year ago consists of less than 20 officers delegated by Member States. They are based in The Hague. Their role is to co-ordinate information exchange and evaluate the terrorist threat in Europe. The Council workgroup responsible for co-ordination of justice and home affairs issues (the "Cats") will be on the agenda at the meeting on 21 October, as well as the balance sheet and assessment of the terrorist threat in Europe, including a project on the elaboration of terroris profiles.
