Brussels, 22/05/2002 (Agence Europe) - The European Convention plenary on 23-24 of May, as we have already indicated, will be discussing the way in which the EU carries out its missions, on the basis of a Presidium document (see EUROPE 18 May page 6). On Wednesday afternoon, the Presidium prepared the plenary and distributed a note on future work groups, pointing out that according to Article 15 on Convention working Methods, each Convention Member can participate in all meetings of these groups (for the Presidencies and the deadlines, see EUROPE 11 May page 4). The note outlines that at this stage it has been agreed to create six working groups with the following mandates: 1) How to ensure the principle of subsidiarity? Is a political or legal mechanism necessary?; 2) If the Charter of Fundamental Rights is inserted into the Treaty, what will the consequences of EC/EU signing up to the European Human rights Convention be?; 3) What will the consequences of an explicit recognition of the EU legal personality be and the merger of the EU and the EC?; 4) How will national Parliaments carry out their roles in the current EU architecture? What are the arrangements that work best? Will national or European mechanisms be needed?; 5) Will Member States need to be given competencies in areas in which the EU currently has a "complementary" competence or is it necessary to explain the limitations of Union complementary competence?; 6) What form will greater economic and financial co-operation take, a need which the single currency has created?
