Brussels / Madrid, 11/03/2002 (Agence Europe) - In an interview with the daily La Vanguardia, the High Representative for CFSP/EU Council Secretary General, Javier Solana considered that practically all Member states acknowledge that they had to alter the system of the half-yearly rotation of the Presidency of the EU Council, as "this weakens us in the eyes of other leaders". We must increase the "visibility of the Presidency", he stressed. Mr. Solana, who has to make a report to the Barcelona Summit on the reform of the EU Council, notes that European Councils should be "more agile", and that Heads of states and governments should focus on what is essential rather than, for example, having to deal with the details of drawing up the conclusions of their summits.
