ECB reported to be considering new structure to cope with enlargement

Brussels, 21/02/2002 (Agence Europe) - In order to prepare for an enlarged European Union, the European Central Bank's Directory is reported to be examining several options in terms of reforming its structure and operations, according to reports in the German newspaper Frankfurter Allgemeine Zeitung. Proposals on the drawing board include setting up a system whereby the members of the ECB's Governing Council would rotate and a weighting system would be introduced to ensure there were no more than 21 members at any one time. Another option being considered is "minimum representation" (based on a weighting system) under which the Presidents of the national central banks would each spend six months at the ECB, but Presidents of the central banks of countries with greater economic power (measured in terms of GDP) or population would be on the ECB's Governing Council far more frequently than the Presidents of central banks from smaller countries. At present, the Governing Council is composed of 12 people representatives of central banks plus the 6 members of the ECB's Directory (including the President), making 18 members in total.
