Javier Solana invites United States not to give way to temptation of "global unilateralism"

Brussels, 23/01/2002 (Agence Europe) - On Tuesday, Javier Solana urged for shared global management of the planet and warned the United States not to give way to the temptation of "global unilateralism". "Global issues require truly global solutions, not global unilateralism", said the EU High Representative for foreign policy. Speaking at Niewspoort on the occasion of a visit to the Netherlands, Javier Solana said he felt convinced there was no risk of "further American isolationism", but he did, however, greatly insist on the need to resort to international cooperation. Javier Solana thus stressed the solidarity that followed the attacks of 11 September, saying that "a high degree of solidarity will be needed if the international community is to face up to certain complex challenges that await us". This solidarity, "this potential that we have when we act with our international partners - whether the United States, Russia or the others", must, according to the representative of the European Union for CFSP, be used to the advantage of "the multilateral mechanisms that are available to us". This, he said, is the only way to "develop influence without decreasing legitimacy". Thus, he said he was "convinced that the United States, like the European Union, understand that, if our values must be protected at home, they must be defended abroad". Javier Solana specifies that: "Europe must work hard, as an ally and a friend, to ensure that the United States keeps its faith in the multilateral instruments".
