17/12/2001 (Agence Europe) - During a press conference on Jean Ghislain's study "Brussels, European Capital: What is at Stake and What is Possible", Fernand Herman President of the Union of European Federalists - Belgium stated that having the European institutions in Brussels was a real privilege. Jean-Louis van de Wouver, Manager and delegate of the company, Homes International, indicated that the European institutions occupy around sixty building in Brussels and that the average rental costs was the least high of all the other European capitals except for Budapest. Amongst the town's disadvantages were disorganisation, dirtiness, pollution and insecurity. The question of where future European Councils would take place was also posed - a decision that was ironically described as a "Present from Nice".
