20/07/2001 (Agence Europe) - In Belgium, on a proposal by Foreign Minister Louis Michel, the Council of Ministers approved the preliminary draft law aimed at ratification of the Treaty of Nice. Armand de Decker, the (liberal) Senate President, announced that he would not submit the treaty to a vote before he has studied the Declaration of Laeken.
