EP widens scope of Commission text

Strasbourg, 13/06/2001 (Agence Europe) - The European Parliament may approve the main themes of the proposal to harmonise the penalties applicable in case of sexual exploitation of children and pornography including children. Though, as wanted by its rapporteur, Anna Karamanou (PASOK, Greek), it called, on Tuesday, for a far more specific definition. Thus, with regards to the sentences, the Commission proposed a sentence that of no less than four years and up to eight years if exceptional brutality was used, if the profits are substantial and if a criminal organisation in involved, and if the child is under ten. While the Parliament, in approving the Karamanou report wanted to set this age limit at sixteen and called for a longer sentence when handicapped children are involved. Moreover, it called for a better protection and help for victims and witnesses, by requiring that the financial for rehabilitation be obligatory and financed from the profits confiscated from the products of the crime. Finally, the EP calls for the creation of a register of all those found guilty, accessible in all the Member States and to Interpol. The EP also adds that the crimes committed in third countries by a Union national should be punished according to the national law of the EU national's country.
