Report on own resources based on VAT

Brussels, 02/04/2001 (Agence Europe) - On Tuesday in Strasbourg, the EP will examine the report by Jutta Haug (PES, Germany) concerning the determination of Member States' payments to the VAT-based own resource. The main amendment proposed, which comes up against the opposition of the Council, takes up the request by the EP budgets committee whereby: the situation concerning the levying of own resources and the levels of own resources foreseen for the next financial year are included on the agenda of the trilogue foreseen in the interinstitutional agreement of 6 May 1999. The "receipts" section of the budget has not yet been examined in the context of the annual budgetary procedure. The rapporteur nonetheless welcomes this proposal of regulation which makes it possible to clarify the use of the Member States' accounting systems and to avoid superfluous costs. Ms Haug stresses that the system proposed will not have any impact on the level of own resources and that it will neither modify the balance between Member States nor the overall volume of own resources. The Commission proposes modification of the European system of integrated national and regional accounts (SEC 95) so that, during a certain period, the details of this system are used to determine the own resources based on VAT. This adjustment is necessary pending the entry into force, on 1 January 2002, of a new decision on own resources (adopted on 29 April 2000).
