01/02/2001 (Agence Europe) - Luis de Grandes and Jesus Caldera, spokesmen for the Partido Popular (PP) and the PSOE of the Spanish Parliament respectively, were in Brussels on 31 January to present to the European Institutions a "Pact for Freedom and against Terrorism" (see EUROPE of 1 February, p.5). They also met European Justice and Home Affairs Commissioner Antonio Vitorino, of whom they requested that the Commission soon adopt a proposal establishing a European warrant for the arrest and capture of terrorists, "so that none of them may ever feel safe in any other EU State". Mr Vitorinio announced that such a proposal will be presented by the Commission by September 2001 at the latest, so that it may be adopted during the first half of 2002, under Spanish EU Council Presidency.
