Paris, 17/04/2000 (Agence Europe) - The Convention for drawing up the EU Charter of Fundamental Rights is to meet again in plenary on 27 and 28 April at the European Parliament, and there will also be a hearing on 27 April with NGOs, who follow this work very closely. In the Member States, the Delegation for the European Union of the French National Assembly has already drafted a brief report on this subject (Report No 2275) that the rapporteur, MEP François Loncle, defended before the Delegation during a debate which confirmed there was sometimes very considerable divergence. According to the report of work published with the report, although Mr Loncle (backed above all by Alain Barrau and Gérard Fuchs) considers that it would be difficult not to attribute a binding legal force to this text, Nicole Catala reaffirmed her profound hostility towards the Charter, considering the text to be not only of no purpose but also dangerous. In her view, the project embodies a tendency to want to impose a supranational legal order and goes along the lines of those who want a European constitution, that she entirely challenges. Mr Loncle considers on the other hand that the Charter places emphasis on common democratic values and principles (the novelty lying in the third area, that of economic and social rights), and not only in the prospect of enlargement, but also the current situation in Austria. Mr Loncle recalled that the governments have called on the convention to propose a document for the Biarritz summit mid-October, with a view to a European Council decision early December, but there is not yet even a provisional text of the Charter (Ed.: which is examined one article at a time).
