Brussels, 05/04/2000 (Agence Europe) - At the end of a debate on "How to create a European federation inside an enlarged Union: European hardcore and/or flexibility"", the Federal Committee of the Union of European Federalists, chaired by Jo Leinen, adopted a resolution by which it recommends creating, as first step towards a federation of Europe, a "federal core" within the Union, core open to all States wanting to be part, but having to take account of States "which are ready to agree to the establishment of a federal European Constitution".
Following a debate introduced by Andrew Duff MEP on "the Charter of Fundamental Rights as part of the constitutionalisation process", the UEF adopted a resolution calling for the fundamental rights to be incorporated in the Treaty and on the Convention drawing up the Charter to continue its deliberations by elaborating "other elements of a European Constitution".
