The EU Council launched the EU Partnership Mission in Armenia (EUPM Armenia) on Monday 13 July. This civilian, advisory CSDP mission aims to assist the Armenian authorities in strengthening the country’s resilience to hybrid threats and its capacity to address evolving security challenges.
Established on 21 April 2026 at the Armenian government’s request, the mission will provide strategic advice, technical expertise and capacity-building to various Armenian national institutions in order to tackle hybrid challenges, including cyberthreats, foreign information manipulation and interference (FIMI) and illicit financial flows, and will support a horizontal, whole-of-government approach.
The mission will also provide practical and operational advice and will set up a project cell dedicated to implementing the targeted actions covered by its mandate, in close cooperation with international partners.
The mission, headed by Cosmin George Dinescu (see EUROPE 13884/33), will have an initial two-year mandate and will primarily be composed of experts seconded from EU Member States. (Original version in French by Camille-Cerise Gessant)
