On the second day of their Council meeting held on Thursday 28 and Friday 29 May, which will be devoted to research and space, the European ministers responsible for competitiveness will be invited to adopt a recommendation regarding a European framework for science diplomacy.
This text aims to establish a common vision and narrative, as well as a code of conduct in this field. Furthermore, the objective is to enhance coordination among research, innovation and foreign policy, particularly as geopolitical tensions and technological competition continue to intensify.
Member States are seeking to implement a common approach based on values such as academic freedom, gender equality, scientific integrity and openness in research, according to the principle “as open as possible, as closed as necessary”.
To this end, the document provides for the creation of coordination mechanisms between diplomats and researchers, the enhancement of scientific expertise within diplomatic services, and the development of partnerships with the Global South.
The European Commission will also be required to establish a European virtual platform dedicated to science diplomacy and to monitor the implementation of the framework every two years.
