22/05/2026 (Agence Europe) – On Friday 22 May, The EU Council adopted the regulation on the welfare, breeding, identification and traceability of cats and dogs without debate. The Czech Republic abstained in the vote (see EUROPE 13858/8). The new rules introduce common requirements for breeders, sellers, shelters and online platforms involved in the placing of cats and dogs on the market within the European Union. They establish mandatory identification and registration systems to ensure full traceability throughout the EU territory. The regulation also addresses growing concerns linked to illegal trafficking, irresponsible breeding practices and the rise in online sales of animals. The regulation will enter into force 20 days after its publication in the Official Journal of the European Union. Several transitional periods are expected for certain provisions in order to give operators and Member States the necessary time to adapt to the new requirements. (LC)
